Our History

From a scholarly journal to an established institution

DIALOGUE's history is rooted in knowledge, critical reflection and a longstanding commitment to creating spaces for dialogue and social transformation.

What began as a scholarly publication developed over time into a formally recognized association in Rwanda, adapting its institutional and legal framework while continuing its commitment to dialogue, research and social engagement.

Origins

1967

The beginning of DIALOGUE

DIALOGUE originated as a scholarly journal, “Revue Dialogue”, founded in 1967 by Father Jean Massion (1904–1990). From its inception, the publication distinguished itself through thoughtful and well-researched articles, with a focus on information and critical reflection.

The journal's influence and reach helped establish the intellectual foundation from which DIALOGUE would later develop as an institution.

Institutional Recognition

24 September 1982

Formal legal recognition in Rwanda

On September 24, 1982, DIALOGUE was officially granted legal status as a recognized association in Rwanda through Ministerial Order No. 665/07.

This milestone marked the formal institutionalization of DIALOGUE as an association and established a legal foundation for its continued work in Rwanda.

Statutory Development

17 July 2001

Revision of the statutes

As Rwanda's legal framework for nonprofit organizations evolved, the General Assembly of DIALOGUE convened on July 17, 2001 to revise the association's statutes.

The revision was undertaken in compliance with Law No. 20/2000 of July 26, 2000, which governed nonprofit organizations in Rwanda at the time.

Current Legal Framework

Adapting to a new NGO legal framework

On June 20, 2024, a new legal framework governing nongovernmental organizations was enacted through Law No. 058/2024.

The new framework represents another significant milestone in the legal and institutional environment within which DIALOGUE continues to operate.
